President : Arun Virginkar Arun VirginkarPresident

Mr. Virginkar founded Virginkar & Associates, Inc. (VAI) in 1989, incorporating the company in 1991. He has over 35 years of professional and technical experience in the passenger mass transportation industry in the areas of project management oversight, procurement management, equipment engineering, operations & maintenance planning, system integration & testing, quality and system assurance and contracts. For various transit projects, Mr. Virginkar participated in studies, design development, specification writing, standards evaluation, regulatory compliance reviews, project management, quality inspection & testing services, and post-acceptance & warranty monitoring. He has performed client assignments for most major transit authorities including those in Atlanta, Baltimore, Boston, Denver, Houston, Los Angeles, New Jersey, New York, Pittsburgh, St. Louis, San Francisco, and Washington, D.C. Mr. Virginkar has contributed to several successful passenger rail car procurements involving both North American and foreign car builders from Brazil, Canada, Germany, Italy, Japan, Korea, and Portugal. Currently, he is providing Project Management Oversight Consulting (PMOC) services and monitoring progress of several Federal Transit Administration (FTA) grantee projects. Mr. Virginkar is committed in providing high quality professional consulting services to the transportation industry

Mr. Black joined Virginkar & Associates, Inc. (VAI) in 1998 and has more than 30 years of experience in the transportation industry with emphasis on procurement and maintenance of rail vehicle equipment. As a Vice President with VAI, Mr. Black is responsible for company’s commuter rail rolling stock and operations & maintenance work project management and business development. As a former Commuter Railroad Assistant Chief Mechanical Officer, he was responsible for the design, delivery, testing and maintenance of commuter railcars, locomotives and DMUs. His experience includes supervision of manufacturing, purchasing, preparation of budgets and estimates for various car and locomotive manufacturing and overhaul projects; while employed as a Project Manager for a major equipment manufacturer. He is VAI’s lead in the areas of Quality Assurance (QA) and Quality Control (QC) inspections, testing, and system start-up. He also has experience with specification writing, Buy America audits, and transit agency project management & operations. He is an Amtrak Qualified Mechanical Person (QMP) for the inspection of passenger equipment. Mr. Black, through his work with the APTA PRESS Committee, is one of the authors of the Passenger Car Air Brake Single Car Test Code, as well as several other APTA mechanical standards. He is also providing Project Management Oversight Consulting (PMOC) services to several Federal Transit Administration (FTA) grantee projects.

Mr. Schlosser joined Virginkar & Associates, Inc. (VAI) in 2007 and brings with him over 35 years of experience in International Marketing, Account Management, Contract and Pricing Negotiations in the Telecommunications and Mass Transit industries. As a Vice President with VAI, he is responsible for company’s Systems area (Fare Collection, Signaling, Traction Power, Communications, and SCADA) work project management and business development. Prior to joining VAI, Mr. Schlosser directed a $53 million contract to supply 60 Heavy Rail Vehicles from Japan to the Greater Cleveland Regional Transit Authority, established supply partnerships in Japan and South America and conducted market surveys on behalf of international joint-venture companies.
