James Qin, Ph.D., P.E.
President
Dr. Qin has over 30 years of professional, technical & managerial experience in engineering, public transit, large-scale infrastructure projects, high-speed rail, civil & infrastructure, energy conservation, and environmental protection.
Patrick Tully
Executive vice president
Mr. Tully has over 30 years of rail experience in the transportation industry with an emphasis on vehicle systems, vehicle engineering, program management, manufacturing, and business development.

CHIEF OPERATING OFFICER
Mr. Bustamante has over 30 years distinguished experience in engineering, planning, and program and construction management. He has successfully led local, regional, and national firms, overseeing teams of 300+ professionals. He is a member of APTA’s Executive Committee and Business Member Board of Governors.
Arun Virginkar
Founder and Senior Consultant
Mr. Virginkar has over 40 years of professional and technical experience in the transit industry. His expertise includes project management oversight, procurement management, rolling stock (bus & rail) and operation & maintenance planning.
